Application process for Full Certifications:

Stage 1: The institution must complete the appropriate application form, include the required supporting documentation and submit them together with the application fee to Certification Department at This email address is being protected from spambots. You need JavaScript enabled to view it.

Stage 2: The Reviewing Committee will scrutinize the application and the supporting documents against the criteria set in the respective LQS within 4 weeks and announce the outcome of the review as being satisfactory, incomplete or unsatisfactory.

Stage 3: The Certification Department will inform the institution of the review outcome. If the outcome was satisfactory, a one-day inspection visit will be arranged at a mutually convenient time. The institution will need to settle the inspection fee and the related costs such as travelling costs of the inspector before the inspection takes place.

Stage 4: The inspection visit will be carried out as scheduled followed by a report on its outcome to the Review Committee. During the inspection visit, the inspector will focus on the institution’s compliance with the criteria set in the respective LQS including academic standards, management processes, adequacy of teaching resources, staff development and student support. The visiting inspector will also provide a training session on implementing the LQS.

Stage 5: The institution will be informed of the inspection outcome and requested to settle the certification annual fee. Upon receipt of the annual fee, the Full LQS certificate will be dispatched to the institution.

Certificate Renewal: The holders of Full LQS Certificates would be able to renew their certificates upon expiry. To this end, the institution is required to submit a formal request to the Certification Department. Certificate renewal will be contingent on the institution receiving a favourable report following an inspection visit.
